All packet creating methods now create Packet instead of byte[]

This commit got way too big...
- Remove deprecated methods for sending packets
- Favor OutPacket & Packet over MaplePacketLittleEndianWriter, LittleEndianWriter, and byte array
- Split up some packet creating methods into separate classes
